Belo Horizonte recibe el Encuentro de los Afectados por mega eventos y mega emprendimientos
El Encuentro de los Afectados – quien pierde con los mega eventos y mega emprendimientos, organizado por la Articulación Nacional de los Comités Populares de la Copa (ANCOP), contando con la presencia de 600 afectados de las 12 ciudades anfitrionas del Mundial de la Fifa, Juegos Olímpicos y Mega emprendimientos de todas las regiones del país, en los días 1, 2 y 3 de mayo, en el Colegio Municipal Marconi, en Belo Horizonte.
El periodista de África del Sur Niren Tolsi estará presente en el encuentro para hablar de la experiencia del Mundial de la Fifa en su país. En el 3 de mayo, va a ocurrir el acto “Copa sin pueblo? Estoy en la calle de nuevo!, a las 15h, concentración en la Plaza Pio XII. El encuentro ocurre en medio a la expectativa cuanto a la realización del Mundial en Brasil, después de las jornadas de Junio, durante la Copa de las Confederaciones.
En eses tres días de Encuentro de los Afectados, ANCOP pretende avanzar en la organización popular promedio del cambio de experiencias, delinear estrategias de lucha en común, elaborar documentos de denuncia y un plan de reparaciones que debe ser entregue a los gobiernos, justicia y poder legislativo. Van a participar del Encuentro de los Afectados residentes de las comunidades amenazadas de desalojo por las obras del Mundial, Juegos Olímpicos y Mega proyectos.
Violaciones de derechos
El cuesto social y financiero de la preparación del Mundial de fútbol y de los Juegos Olímpicos en Brasil es muy alto. Según el Dosier Nacional Violaciones de Derechos Humanos y Mega Eventos (disponible en) por lo menos 250 mil (dato actualizado para 2014) personas amenazadas de desalojo debido al Mundial y a los Juegos Olímpicos.
Cuanto a las gastos financieros, serán gastos casi 100 mil millones de reales para viabilizar esos dos mega eventos. En cuanto eso, la Fifa, que cuenta con exención fiscal por parte del gobierno federal, no pagará ningún centavo para realizar los juegos en Brasil. Además de eso, el evento ha traído una serie de cambios en la legislación que causaron, entre otros problemas, el aumento de la criminalización de los movimientos sociales.
Los problemas causados por el Mundial de la Fifa para el pueblo brasileño no paran por ahí. Se puede destacar como “legado de la Copa” la sumisión del gobierno a los intereses de la Fifa, los desalojos forzados de miles de familias y comunidades enteras, la falta de participación popular en el planeamiento de las obras y en el destino de los gastos públicos, violaciones de derechos de diversas formas, como derecho a vivienda, a información, a participación, al trabajo, hasta el derecho a la vida, pues 8 obreros murieron en las obras del Mundial hasta la presente fecha.
Otro grave problema es el incremento del turismo y de la exploración sexual de niños y adolescentes, especialmente en ciudades que históricamente ya contaban con ese tipo de práctica. Además de eso, la corrupción es otra gran marca de la realización del Mundial, con el alto coste de las obras y el lucro extraordinario de las grandes contratistas. La realización de la Copa también hizo recrudeces la legislación penal, afectando directamente el derecho a la libre manifestación y organización de los movimientos sociales.
Comités Populares de la Copa
Los mega eventos han traído también otro legado que se contrapone al legado negativo arriba descrito, que se ha concretizado en cuanto movimientos de contestación al Mundial en las 12 ciudades-anfitrionas. De eses diversos movimientos de contestación, muy importante fue el papel de la Articulación Nacional de los Comités Populares de la Copa (ANCOP), que reúne los Comités populares de la Copa de las 12 ciudades anfitrionas. La ANCOP, promedio de los Comités, tiene acompañado sistemáticamente, desde 2010, los impactos del Mundial. En eses cuatro años, elaboro diversos documentos, como dosieres locales y nacional, folletos, notas públicas, proyectos técnicos alternativos para evitar los desalojos y más violaciones de derechos. Además de eso, organizo protestas como forma de presionar los gobiernos para la garantía de los derechos humanos en el proceso de las obras.

Belo Horizonte is hosting the meeting of the “Atingidos pela Copa, Olimpíadas e Megaprojetos” – People affected by the World Cup, the Olympics and other mega-projects.
Around 1000 people negatively affected by the World Cup, the Olympics and other mega-projects will be present at the meeting which takes place in Belo Horizonte from May 1st to May 3rd. They come from the 12 cities that will be hosts to the upcoming FIFA World Cup, but also from other regions of Brazil. The meeting will be held in “Colégio Municipal Marconi”. Niren Tolsi, a journalist from South Africa, will be there, too. As a guest speaker he will tell about the experience with the World Cup in his country four years ago.
On the 3rd of May there will be a public act called “World Cup without the people? It’s on the streets again!” It begins at 3pm on “Pio XII Square” (Avenida do Contorno com Amazonas).
The meeting is being held with the expectation to repeat what occurred about a year ago during the Confederation Cup held in different cities of Brazil.
The amount of money being spent for the preparation of the World Cup and the Olympics is huge. According to the report “Violations of Human Rights and Mega-Events” (available online: http://bit.ly/1p0WUec), around 250.000 (as to new data from 2014) people are threatened to be removed from their homes in consequence of the World Cup and the Olympics. The costs of these two mega-events are estimated in 100 billon Reais. That being said, the FIFA has an exemption from paying taxes guaranteed by the Brazilian government. In other words: The FIFA doesn’t spend a single penny for hosting the World Cup.
Apart from that, a series of changes have been introduced in the legislation process in relation to the event. Among other effects, they lead to a further criminalization of social movements. But the problems brought upon the Brazilian people by the Wordl Cup don’t stop there. Here’s some further examples of what can be called “the legacy of the World Cup”: the submission of the Brazilian government to the interests of the FIFA, thousands of people as well as whole communities removed from their homes against their will, lack of consultation of the public in relation to the infrastructure projects and where the public money was destined, legal violations in many forms, for example the right to housing, to information, to work, and most importantly to life: up to the present day, eight people lost their lives on construction sites related to the World Cup.
The list goes on: The negative impact of tourism and the sexual abuse of children, especially in cities that have already had these problems in the past.
One other important issue to mention in this context is the high level of corruption directly related to the mega-projects and the big companies involved.
The World Cup is also threatening the right to free expression and to organize in social movements.
But the mega-events leave another legacy that contradicts the above-mentioned negative effects, and that is the formation of civil society committees in the 12 cities that will host the World Cup. Within these different organizations the role of the “Articulação Nacional dos Comitês Populares da Copa” (ANCOP) was especially important. It represents the people’s committees (“Comitês Populares da Copa”) of the 12 host-cities of the World Cup. It’s also the driving-force behind the organization of the meeting of the “Encontro dos Atingidos”.
The ANCOP, through it’s committees throughout Brazil, has created an extensive documentation of the effects of the World Cup. With dossiers, research papers and pamphlets it has helped to inform the public and shown alternatives to the practice of violating human and civil rights. It has also organized different forms of protests and demonstrations.
During these three days of the “Encontro dos Atingidos” we will deepen the organization of the popular protest movement through sharing experiences and talks about future strategies. Another goal is to elaborate petitions and complaints that will be handed over to the politicians in charge hoping to be then introduced into the legislative process.
At the meeting there will be people from communities that are threatened to be removed from their homes because of the infrastructure projects related to the World Cup and the Olympics throughout the country.
